Scope before material

Do not mix CSS, PMS and one-paper recruitment tests

This branch remains separate because civil-services screening and descriptive papers require a different study plan from PPSC/FPSC recruitment tests.

Separate CSS from the relevant provincial PMS examination; they do not share one universal paper structure.
